Both are rigid closed-cell foams. PIR (polyisocyanurate) has a modified chemistry that gives better fire performance and a wider temperature range than PUR (polyurethane), at a similar thermal conductivity.
Foil-faced PIR boards of 50 to 100 mm are widely specified because they give the lowest thermal conductivity for a given thickness. Check the project's U-value requirement and fire classification.
